Express County Bus Pass Program, HOLO Card
With the continual down trend of available qualified school bus drivers, the Department has continued to partner counties to provide transportation options. The EXPRESS program – which stands for Expanding Ridership to Educate Students in Schools — was piloted in the 2022–23 school year to help mitigate the impacts of the ongoing national school bus driver shortage. This only applies to students who qualify for a Holo card and will be riding the city bus.

Application periods for School Year 2026-2027
Quarter 1: July 13, 2026 - August 7, 2026
Quarter 2: September 14, 2026 - October 12, 2026
Quarter 3: December 7, 2026 - January 8, 2027
Quarter 4: February 22, 2027 - March 22, 2027
There is no grace period. You must have paid and have a printed temporary bus pass to ride from the very first day. When you register online, after payment is made there are instructions on printing your temporary bus pass. If you do not have a printer, please call the front office and make arrangements to pick up your temporary bus pass before school begins.

4. Enter your home address and zip code
5. Select "Highlands Intermediate" for School
6. Click Search
